FirstNet delivers a single, nationwide network platform that's purpose-built to enhance communications across the entire public safety community. FirstNet is available to eligible customers - first responders and those entities who assist their emergency response efforts. And it's bringing public safety communications into the 21st century with new, innovative capabilities, helping first responders connect to the critical information they need - everyday and in every emergency. FirstNet is built with AT&T in a public-private partnership with the First Responder Network Authority (FirstNet Authority) - an independent agency within the federal government.
DOCOMO PACIFIC was selected by AT&T to help support the deployment of FirstNet - America's public safety communications platform - in both Guam and the Northern Mariana Islands. Additionally, DOCOMO PACIFIC is a FirstNet Dealer, authorized to sell FirstNet services to eligible customers in the Marianas. This will help get the FirstNet game-changing technology into the hands of first responders throughout the region.

First responders receive access to resources first, ahead of others. And there's no throttling for FirstNet users anywhere in the U.S. or its territories. In times of crisis, first responders within the network get first access to necessary resources through the automatic preemption capabilities of the network.
First responders and emergency personnel don’t have time to wait for support. That’s why FirstNet connects you with a 24-hour support team dedicated specifically to FirstNet clients.
FirstNet is exclusively for first responders and those that support their vital efforts. This includes law enforcement, fire protection services, emergency call dispatching (911), government public safety answering points, emergency planning and management offices, and emergency medical services.
For Guam and CNMI, the Samsung Galaxy S23 FE, Samsung S24, S24+, S24 Ultra devices or any Apple device (model XR or above) will work with FirstNet.
Yes. You will need to provide a copy of your billing invoice upon activation of services.
Eligible organizations and individuals can sign up for FirstNet by completing the “Contact Us” form at FirstNet.com and waiting for a response from a dedicated FirstNet sales resource. For the following “subscriber paid” agencies, you may refer eligible individuals to the respective “administrators” for their agency:

To pay your bill, log in to your account at FirstNet Central and navigate to “Manage Services and Billing.” Once a customer moves into FirstNet, all invoices will come from them.
